Is there on the level of the EU a policy that defines the questions of social repsonsibility?

As part of EU, the European Commision defines the social responsibility in its Guidelines for the policy of social repsonsibility of a company as a concept in which a company voluntarily integrate the concern for the social issues and the environment protection into their business acitivities and relationships with owners, shareholders, employees, consumers, suppliers, the Government, the media and the entire community. Being socially responsible means being positive and proactive, to work not only in the frames of legally abiding expectations, but to go further in their endeavours which are regulated by laws.
